The Office of the Special Prosecutor (OSP) has announced plans to charge the former Finance Minister, Kenneth Nana Yaw Ofori-Atta, and five other persons in the erstwhile Akufo-Addo administration of corruption.
The Office of the Special Prosecutor (OSP) has announced plans to prosecute several high-profile officials for their involvement in what it describes as a “wasteful and unlawful revenue assurance scheme” linked to Strategic Mobilisation Ghana Limited (SML).
Speaking at a press briefing on Thursday, October 30, 2025, Special Prosecutor Kissi Agyebeng disclosed that the OSP’s latest findings implicate multiple former government officials and SML executives in corruption-related offences.
A 54-page report released the same day concluded that the contract between the Ghana Revenue Authority (GRA) and SML represented “regrettable unlawful conduct and reckless financial decision-making.”
According to the report, those to be charged before the end of November 2025 include:

Ernest Akore, Chief of Staff to the Minister

Emmanuel Kofi Nti and Ammishaddai Owusu-Amoah, both former GRA Commissioner-Generals

Isaac Crentsil, former Customs Division Commissioner and General Manager of SML

Kwadwo Damoah, former Customs Commissioner and Member of Parliament for Jaman South
The OSP further indicated it would seek to recover GH₵125 million from SML, describing the amount as “unjust enrichment” resulting from automatic payments made without evidence of performance.
While acknowledging SML’s investment in devices such as ultrasonic meters, automatic tank gauges, and a Transaction Value Assessment System (TVAS), the OSP concluded these efforts were insufficient to justify the scale of payments made.

The report denounced the officials involved as “criminally culpable promoters and patrons” of a deal that caused substantial financial loss to the state.
