The Office of the Attorney-General (AG) has dismissed reports and statements circulating on both mainstream and social media that suggest it has cleared former Finance Minister Ken Ofori-Atta of any wrongdoing related to expenditures on the controversial National Cathedral project.
In a press release dated November 13, 2025, the A-G described these claims as “misleading statements” and clarified the narrow scope of the legal matter currently before the Supreme Court.
The statement explained that the reports are a misrepresentation of the A-G’s role in the pending suit, titled Jonathan Amable v. Attorney-General (Suit No. J1/5/2024).
The A-G clarified that the Plaintiff in this case challenged the constitutionality of the former Finance Minister’s decision to vote funds for the Cathedral’s construction from the Consolidated Fund as a contingency vote without the prior approval of the Speaker and the Chairperson of the Council of State. This, the Plaintiff contends, contravened Article 179(11) of the Constitution.
“The question before the Supreme Court narrowly concerns compliance with article 179 clause 11 of the Constitution,” the A-G emphasized.
The Office explained that as the nominal defendant and an officer of the Supreme Court, the Attorney General has an ethical duty to state the correct legal position concerning the specific issue of whether Article 179(11) was contravened—and that was the specific issue alone addressed in the arguments filed in court.

No Ruling on Disbursements or Procurement
The A-G further clarified that the Supreme Court has not been called upon to pronounce on the legality of payments, procurement, or disbursements of funds to the architect, consultants, or contractors connected to the project.
“Therefore, it is farfetched for anyone to say that the position taken by the Attorney General which is specific to the contravention of article 179 clause 11 of the Constitution vindicates the decision to expend tax moneys on the national cathedral project,” the statement stressed.
Forensic Audit Nearing Completion
The Office of the Attorney-General reiterated its unwavering commitment to ensuring accountability in the entire project.
“The Office of the Attorney-General remains steadfast in its commitment to exact accountability in relation to the actual disbursement of funds, the procurement processes and allegations of corruption and money laundering that pertain to the national cathedral project,” the release noted.
The statement concluded by assuring the public that the forensic audit commissioned by the Government for the project will soon be completed, and its results will be made public once finalized.
