A private citizen has formally petitioned the Criminal Investigations Department (CID) of the Ghana Police Service to investigate Justice Yonny Kulendi of the Supreme Court and Richard Jakpa, Director of Operations at the National Security Council. The petition alleges that they conspired to interfere with the administration of justice in the controversial ambulance procurement case.
The petition, filed on September 29, 2025 by Daniel Marfo Ofori-Atta, points to evidence from the trial in 2022. It claims Jakpa enlisted the assistance of his cousin, Justice Kulendi, to influence the then Attorney General, Godfred Yeboah Dame, either to halt his prosecution or secure an acquittal.
The ambulance trial accused Jakpa and former Finance Minister Dr. Cassiel Ato Forson of orchestrating a contract that resulted in €2.37 million worth of losses to the state. Court documents contend that the vehicles delivered were regular buses—not equipped for medical emergencies. The case was later moved to the Court of Appeal, which overturned a prior High Court order that permitted the prosecution to open its defense.
In his petition, Ofori-Atta detailed how Kulendi allegedly visited the Attorney General’s office and arranged meetings with Jakpa. He also referenced communications showing Jakpa obtained the Attorney General’s phone number from Kulendi—sending over 60 WhatsApp messages to secure a face-to-face meeting. The petition claims much of this occurred despite Jakpa not meeting conditions for bail at the time.
The petitioner argues these actions “border on criminal offences under the Criminal and Other Offences Act, 1960 (Act 29)” and calls for the CID to investigate both Kulendi and Jakpa, and to prosecute them if wrongdoing is confirmed.

As of publication, Justice Kulendi, Richard Jakpa, and former AG Dame have not publicly responded. Prekeh Media will continue monitoring developments as the petition progresses through legal channels.
